what do they mean by 'underlying entitlement' ?

Claimants with an underlying entitlement to income-related ESA will be automatically moved onto this benefit when their contribution-based ESA ends.

Deebeeb I think this is similar to underlying entitlement to carers allowance - The DWP work out your entitlement to benefit, in Carers if you have underlying entitlement to carers but get paid another benefit that is greater the DWP add a premium onto your entitlement but don't pay you carers allowance itself.   If there is no other income in a household you should have underlying entitlement to income related ESA as long as you meet the criteria to  receive ESA - thats 15 points at the WCA & sicklines
